City of Sand Springs accepts $2 million donation, sets date for upcoming bond election

Nine-time State Champion Cheyenne Walden receives the "Heart of the City" award at Monday night's City Council Meeting.

The Sand Springs City Council held a regular meeting Monday night at the City Municipal Building. 

Mayor Mike Burdge presented recent Charles Page High School graduate Cheyenne Walden with a Mayoral Proclamation and the first-ever Heart of the City award for her accomplishments in competitive running. She is the most decorated athlete in school history and will run for Oklahoma State University in the fall.

The City formally accepted a $2 million check from Mike and Pat Case. The Cases pledged the donation last year to help with the River City Park renovation. The park will be renamed Case Community Park at its grand re-opening this fall.

Human Resources Director Amy Fairchild gave a brief educational presentation regarding her department. According to Fairchild, the City has 199 full-time, thirteen part-time, five seasonal and one contractual employee. There are currently seven vacant positions, including three in the police department.

The Council unanimously approved the use of $99,474.00 to purchase four police pursuit units. The department will purchase two Ford Police Interceptor SUVs and two Dodge Chargers.

Council unanimously voted to approve the Parks Advisory Board's recommendation to terminate the Use Agreement with the Sand Springs Round Up Club. They also declared the rodeo grounds as surplus, allowing them to auction off valuables and demolish what's left.

Council unanimously approved a Deed of Dedication by the Sand Springs Home, officially dedicating South Lincoln Avenue as a public road. The City has been maintaining the road for a number of years under the assumption that it was a public road.

Council approved a new one-year contract with the Metropolitan Tulsa Transit Authority (MTTA) in the amount of $49,368. 

Council unanimously approved a resolution calling for a complete update to the City Comprehensive Plan. The plan has not been updated since 2002.

Council unanimously approved the renaming of two park sites. The City Garden Park will be renamed the Inez Kirk Garden Park in honor of former City Manager Inez Kirk. The Inez Kirk Soccer Complex will also be renamed. City Officials are waiting to announce the new name pending the notification of the namesake's family.

Council unanimous approved a resolution adopting the 2017 Sand Springs Police Department Policing Plan.

Council unanimously approved a resolution creating a new fireworks discharge permit classification. Previously the City only allowed the use of Class 1.3G (large professional) fireworks by organizations, and the use of Class of 1.4G (small consumer) fireworks by private individuals at a residential address. The new permit allows for organizations to hold public fireworks shows with 1.4G fireworks. The Class 1.4G individual use permit is $20, the Class 1.4G entity use permit is $40, and the Class 1.3G use permit is $100.

Council approved November 14, 2017 as the date for the 2017 General Obligation Bond election. The State of Oklahoma is already holding a Special Election that date to fill legislative vacancies.

The Sand Springs Municipal Authority met immediately following the Council meeting and approved the use of $58,770 to purchase a Ford F550 pickup for use in the Water Maintenance & Operations department.

Several citizens were appointed to various advisory boards. All positions are three-year terms with the exception of the Sand Springs/Sapulpa Joint Board, which is a one-year term.

  • Troy Cox was reappointed to the Development Authority by unanimous vote.
  • Joe Shelton was reappointed to the Planning Commission by unanimous vote.

  • Mary Eubanks was appointed to the Economic Development Authority by unanimous vote.
  • Ronald G. Cloud was appointed to the Parks Advisory Board by unanimous vote.
  • Elizabeth Gray was appointed as an alternate to the Sand Springs/Sapulpa Joint Board by unanimous vote.
  • Dr. William Tom Campbell, Jr. was reappointed to the Airport Advisory Board by unanimous vote.
  • Robert J. Flennor was reappointed to the Airport Advisory Board by unanimous vote.
  • Dr. Mark Manahan was reappointed to the Airport Advisory Board by unanimous vote.

Residents give their opinions on Sand Springs in online survey

In the fall of 2015, the City of Sand Springs launched an online survey for residents of Sand Springs. More than 600 individuals responded, representing more than 3% of the population.

43.9% of residents view the image of Sand Springs as Good. 19.7% of residents have a negative view of the City. 44.5% of residents believe non-residents have a Below Average view of the City. 55.4% of residents believe non-residents have a positive image of Sand Springs.

28.4% of residents rank the quality of life in the city as High, 66.9% ranked it as Moderate, and 4.7% ranked it as Low.

79.8% over residents rank the quality of Public Safety as above average. 1.2% rank it as below average. 82.9% of residents are satisfied with Police services in Sand Springs while 1.8% are dissatisfied. 90.6% of residents feel safe while walking alone in their neighborhood. 71.3% of residents feel safe walking in downtown Sand Springs at night.

85.9% of residents are satisfied with Fire response services. 84.9% of residents are satisfied with the Emergency response service provided by the Fire Department.

49.3% of residents would definitely support a funding mechanism to hire additional police and fire personnel. 44.5% would possibly support it, and 6.1% would not support it. 

85.4% of residents are satisfied with the variety of housing for sale. 63.9% of residents are satisfied with the variety of housing for rent. 81.6% of residents are satisfied with the overall condition of housing.

76.5% of residents have a favorable view of the appearance of downtown. 74.7% of residents are satisfied with the appearance of the business areas outside of downtown. 

89.9% of residents sited Additional Retail/Restaurants as the primary development need in Sand Springs. 75.4% of residents listed Hardware/Home Improvement as the top retail need in Sand Springs. 93.2% of residents desire more Sit-down Establishments. 49.3% of residents visit Tulsa to eat very frequently. 

46.3% of residents would definitely like to see an increase in establishments providing night life opportunities. 71.1% of residents would definitely support the redevelopment of old industrial areas as something else other than industrial.

47.5% of residents definitely support the construction of the Sand Springs Dam, 43.9% would possibly support it, and 8.6% would not support it. 64.3% of residents would definitely support development of the Arkansas River, 30.9% would possibly support it, and 4.8% would not support it.

51% of residents definitely support a system of city-wide trails, 41.2% would possibly support it, and 7.8% are opposed. 

35.9% of residents would like to see additional Residential Development West of town, 31.6% said South of town, 24.4% said North of town, and 8.1% said East of town. 70.3% of residents are in favor of the annexation of additional lands into City Limits. 34.8% of residents support additional multi-family apartment complexes, with 24.9% opposed. 

25.7% of residents are dissatisfied with the Sand Springs Parks and Recreational Opportunities. 36.1% are dissatisfied with the quantity/quality of parks in Prattville. 33.5% are dissatisfied with the quantity/quality of parks on the North side.

73.6% of residents cited a need for the demolition or redevelopment of blighted areas. 35.4% of residents said the Street and Road Conditions were in the greatest need of public improvement. 59.8% of residents believe Sand Springs road conditions are the same as other communities, while 27.6% believe they are better and 12.7% believe they are worse.

If public funding is required to improve the city, 66.1% of residents would support a dedicated sales tax, 33.1% would support a revenue bond, 31.2% would support a property tax, 21.6% would support development fees, and 15.8% would support a surcharge on utilities. 

City of Sand Springs approves new comprehensive plan for next fifteen years

The Sand Springs City Council recently voted to adopt a new "Sand Springs 2030 Land Use Master Plan," updating the city comprehensive plan for the first time since 2002. City employees first began the new plan in fall of 2015 and it was approved by the City Planning Commission in May.

The plan hopes to anticipate future development and provide a flexible tool for evaluating development proposals. 

Chapter I: Community History and Background

The first chapter of the plan is taken from Carl E. Gregory's The Encyclopedia of Oklahoma History and Culture. The chapter recounts the tale of Charles Page's acquisition of wealth and land, his charitable exploits, and his steps to develop the community that would become Sand Springs.

The town began with the relocation of a failing orphanage, the construction of the Sand Springs Home, the founding of the eighty-acre Sand Springs Park, the formation of the Sand Springs Railway, and finally the incorporation of the City in 1912 with approximately 400 citizens. 

Charles Page's generosity included the offering of free land to citizens and a $20,000 relocation bonus for companies. In 1918 he established a "Widow's Colony" alongside the Home. He recruited the relocation of the  Kerr Glass Manufacturing Company, Commander Mills, Southwest Box Company, and Sinclair Prairie Refineries. Less than ten years after its incorporation, the community had grown to more than 4,000 individuals.

In 1965 the City annexed the Prattville community on the south side of the Arkansas River, and in 1969 the City chartered a Council-Manager form of government.

Chapter II: Plan Development

In the fall of 2015, the Planning Department launched a community survey that received more than 600 participants. In the summer of 2016 an interactive map was presented to the community, allowing them to identify what type of development they would like to see in which parts of the community. It received over a hundred suggestions, including a revitalization effort along Charles Page Boulevard and a desire to see the site of the former Gerdau Steel Mill utilized.

Following the community surveys, input was also requested from each of the City departments regarding their needs and desires. Community property owners were contacted regarding their desires for undeveloped properties under their ownership, as well as developmental challenges and difficulties they have encountered. The public school district was consulted regarding future plans for growing the district. 

Chapter III: Social and Demographic Factors

The 2030 projected population by INCOG (Indian Nations Council of Governments) is 23,083 in Sand Springs. At the 2010 Census, Sand Springs had a total population of 18,906 residents, an increase of 8.3% from the 2000 population of 17,451. 

In 2010, the median age of Sand Springs was 36.5 years. The population was 81.8% white, 2.4% African-American, and 8.8% Native American. The average household had 2.63 occupants. The city had a higher employment rate than Tulsa County, Osage County, and the Tulsa Metro. The median household income in 2013 was $54,381, also higher than the Tulsa Metro, Tulsa County, and Osage County.

Chapter IV: Goals and Action Plan Strategies

Land Use

Goal 1: "Sand Springs will be a well-coordinated and planned community with uses that complement and support infrastructure improvements."

Goal 2: "Sand Springs will utilize sound land use planning principals that encourages the appropriate placement of a variety of housing, commercial, recreational, entertainment, and employment options throughout the community."

Goal 3: "The City will maintain land development regulations to manage future growth and development in a manner that protects environmental resources."

Quality of Life

Goal 1: "Sand Springs will be a community that encourages people to be active and healthy and that promotes healthy living and sustainability. This will be accomplished by providing opportunities for active living to all ages year round."

Goal 2: "Sand Springs will have a network of trails, sidewalks and bicycle transportation systems that safely connect parks, schools, libraries, neighborhoods, shopping areas, museums, and other historic sites."

Goal 3: "Sand Springs will be a community that has access to expanded health and wellness care, in addition to attempting to increase the availability of health food choices available to the community."

Goal 4: "The City shall be an aesthetically pleasing community based on a solid foundation of code enforcement and in seeking opportunities to improve zoning and development codes."

Goal 5: "Sand Springs shall have desirable/appealing parks offering recreational opportunities for the community."

Goal 6: "The City will strive to have park equality by providing its citizens throughout the City parks that are well manicured, maintained, and functional for optimal enjoyment."

Goal 7: "Develop Case Community Park into a regional destination by implementing strategically planned park improvements and enhancements, thus creating a public space that is inviting, functional, appealing, and sustainable."

Goal 8: "Continue to develop the Keystone Ancient Forest into a premiere nature preserve/hiking venue in the Tulsa Metropolitan Area."

Goal 9: "Develop City-owned Sports Facilities into premiere venues with top quality playing surfaces, lighting, and amenities."

Infrastructure

Goal 1: "The City of Sand Springs strives to meet or exceed requirements of the EPA and ODEQ regulations at all times in constructing, maintaining, and operating all Water Treatment Pumping, Distribution and Storage Facilities and Systems."

Goal 2: "The City of Sand Springs strives to meet or exceed requirements of the EPA and ODEQ - for providing contemporary and adequate treatment facilities & operations to meet or exceed effluent discharge quality requirements, while making appropriate accommodations for conveyance and collection systems for treatment.

Goal 3: "Plan for new street improvement projects that provide for priority replacements & upgrades to maintain the best possible drivability with sufficient number of lanes, and include provisions for maximum feasible multimodal mobility."

Goal 4: "Plan for rehabilitation/new improvement projects that provide for priority replacements & upgrades to maximize stormwater detention and drainage efficiency and capacity."

Goal 5: "Plan to be a City that takes preventative measures to prevent damaging of the Earth's ecosystems and in order to maintain a high quality of life Sand Springs citizens and the Tulsa Metropolitan Area by managing and disposing of their waste efficiently and safely."

Downtown Area

Goal 1: "Sand Springs shall have a lively, active, and pedestrian oriented downtown with a mix of uses such as restaurants/bars, boutiques, shops, offices, and housing.

Goal 2: "Reinforce and enhance the City's downtown as one of the primary focal points of the community."

Public Safety

Goal 1: "Sand Springs Emergency Services will have excellent law enforcement/firefighter customer service that meets the needs of the citizens now and in the future."

Goal 2: "Sand Springs shall be a community with safe neighborhoods, shopping, and employment areas."

Goal 3: "Sand Springs will proactively maintain/replace public safety technology, equipment, and fleets in order to provide an effective capable workforce."

Goal 4: "Develop, Design, and Construct a Municipal Safety Facility."

Goal 5: "Develop and Maintain a Community Policing Plan."

Economic Development

Goal 1: "The City of Sand Springs will strive to promote local commerce, trade, and commodities by strengthening working relationships with the local/regional Chamber of Commerce, existing businesses, and institutions."

Goal 2: "Aggressively pursue new local, regional, or national restaurant and retail businesses."

Goal 3: "Identify and complete projects that will beautify Sand Springs, assisting with marketing and economic development."

Goal 4: "Evaluate and consider the acquisition of real estate for future development purposes."

Goal 5: "Encourage and engage Subdivision and Multi-Family Developers/Developments."

Goal 6: "Develop an Economic Development website resource hub and strive to educate and advance the objective of all involved with the City to be involved in assisting with economic development as possible."

Goal 7: "Sand Springs will have a strong independent local economy that compliments the surrounding region but is not dependent on it."

Chapter V: Future Development Plan

"The Plan is a policy document that lays out the blueprint of how the community should grow over time and where certain uses should be placed relative to their intensity. Other factors such as underlying zoning patterns, adjoining communities land use plans, and future capital improvements also played a role in determining where the land use categories were placed. However, the plan is a plan and is not inflexible or concrete. From time to time, there will be certain uses that are proposed that will merit additional evaluation and create the possibility for Plan amendments."

Sand Springs Round Up Club petition hopes to reverse eviction from City park

The Sand Springs City Council moved forward Monday night with a plan to evict the Sand Springs Round Up Club (SSRUC) from River City Park and to demolish the rodeo arena. Nearly two dozen individuals from the SSRUC turned out to observe the regular meeting. Two spoke in defense of the organization, but the Council voted unanimously to confirm a unanimous recommendation from the Parks Advisory Board.

In a staff report presented to the Council, the Parks Department reported that “the situation has eroded at the Sand Springs Round Up Club’s (rodeo) facility to a point where they are no longer viable…with near record high use in the park…the time has come to dedicate the approximate 3 acres of space to future ‘higher and best use.’ Additionally, the City can no longer support the expenditure of public (taxpayer) dollars to support the club’s activities. In the short term, mixed use, multipurpose sports fields are planned there.”

Richard House, president of the club since January, spoke in protest of the decision. “We’re working, we’re trying to grow this club. This is a partnership. This is a group that’s been around for 71 years…we have to work with the City and with the Park’s leadership. The club is financially successful. We’re not insecure, we’re a viable club. We have 28 events on our schedule. We were busy driving that membership, creating new events, driving more participation.”

House and City leaders were at odds on almost all facts of the situation. Mayor Mike Burdge objected to the age of the organization, its level of participation, the state of the grounds, and the amount of time that the organization has been on a downturn.

According to the staff report, “At the October 2016 meeting of the Parks Advisory Board (PAB), all clubs provided reports on their activities. Concerns were raised about the SSRUC’s lack of events, attendance and maintenance. They were asked to ‘step it up.’ At the April 4, 2017 PAB meeting…the PAB moved to allow the club approximately 90 additional days (including a big rodeo event on Memorial Day) to show good numbers, statistics, improve maintenance and the overall look of the grounds and more.”

House stated that the organization was given only 60 days, not 90, and that they nearly doubled their membership during that period. Mayor Burdge said that the problems with the club have been going on for years.

According to House, “the Use Agreement specifically states that the City will maintain the safety of the facility. That stopped happening a year ago.” He also alleged that Parks Director Grant Gerondale inspected the bleachers just a half hour before the Andy Downs Memorial Day Rodeo, during which a spectator partially fell through a rotten board in the stands. Gerondale denied performing any sort of inspection and said he was only there for a few minutes to photograph the crowd. He stated that it is the responsibility of the SSRUC to inform the Parks Department of any maintenance needs.

Section 4 of the Use Agreement states that “The City shall maintain grounds to ensure public safety.” It also says that the SSRUC “shall be responsible for any damages occurring to City property that are a result of USER volunteers, coaches, players, board members, or by the general public during USER events. “ According to City finance records, the bleachers are 35 years old and are fully depreciated.

House also claimed that Gerondale’s tally of 121 attendees was taken half an hour prior to the rodeo and did not accurately reflect on the number who showed up right at event time.

The PAB met on June 5, 2017 and voted 7-0-0 in favor of terminating the agreement. The City Council also voted 7-0-0 in favor of approving the request by the PAB. The SSRUC will be given till October 31 to finish their season, then will have until December 31 to remove all of their property from the facility. Council also approved up to $10,000 to demolish the facility if needed.

Despite the unanimous vote, the SSRUC has begun circulating a petition on change.org to save the arena. Organized by Jared Brown, the petition has garnered 637 supporters at press time with a goal of 1,000.

“Sand Springs has a heritage of rodeos in this arena and there are plenty of citizens that would like to see that tradition continue,” states the petition. “I am hoping that this petition will help communicate how important it is to the people of Sand Springs.”

Sand Springs City Council to vote on removing Round Up Club from River City Parks

The Sand Springs City Council will meet in a regular monthly meeting Monday night at 7:00 p.m. in the City Municipal Building. Immediately following the Council meeting, the Sand Springs Municipal Authority will meet in the same room. Council and Municipal meetings are open to public attendance and commentary.

One item on the Council's Consent Agenda is a recommendation from the Parks Advisory Board to terminate a Use Agreement with the Sand Springs Round Up Club (RUC).

The RUC is a nonprofit organization originally founded northwest of Sand Springs on Shell Creek Road in 1946. It was relocated to River City in 1971 during the administration of City Manager Royce Hunter.

According to the staff report filed with the City Council agenda, "the situation has eroded at the Sand Springs Round Up Club's (rodeo) facility to a point where they are no longer viable." 

"At the October 2016 meeting of the Park's Advisory Board (PAB), all clubs provided reports on their activities. Concerns were raised about the SSRUC's lack of events, attendance, and maintenance. They were asked to 'step it up.'"

"At the April 4, 2017 PAB meeting staff requested a notice to terminate the Use Agreement with the SSRUC. The PAB moved to allow the club approximately 90 additional days (including a big rodeo event on Memorial Day) to show good numbers; statistics, improve maintenance and the overall look of the grounds and more."

"The Memorial Weekend (Andy Downs) rodeo event was uneventful, with 121 counted attendees in the stands and a mere dozen more in the arena."

The Parks Board cited the growing success of other park tenants, most notably the West Side Alliance (WSA) and Sand Springs Soccer Club (SSSC). The annual WSA Cup regularly packs out both River City Parks and the West Bank Sports Complex in Tulsa.

"With near record high use in the park; with WSA Soccer Cup performing at the highest level to date and with requests by SSYFootball leaders and more for additional space the time has come to dedicate the approximate 3 acres of space to future 'higher and best use.' Additionally, the City can no longer support the expenditure of public (taxpayer) dollars to support the club's activities. In the short term, mixed use, multipurpose sports fields are planned there."

The Parks Board voted unanimously to recommend terminating the Use Agreement Contract no later than October 31, 2017. City Council will make the final decision Monday evening.

If the Use Agreement Contract is terminated, the RUC will have to remove all of their property from the facility and the City-owned property will be declared as surplus. Declaring the property as surplus will allow the City to demolish the the facility and auction off any valuable materials.

West Side Alliance Soccer Club forms new league, Oklahoma Premiere Club

The West Side Alliance is based in Sand Springs and operates out of the River City Parks Inez Kirk Soccer Complex in Sand Springs and the Westbank Soccer Complex in West Tulsa. US Club Soccer has announced it will sanction a statewide u11-u19 competitive league, including postseason traditional state tournament play in the state of Oklahoma, beginning in the Fall 2017 season. This landmark initiative for Oklahoma soccer will leverage US Club Soccer’s programming on behalf of member clubs in the State of Oklahoma.

The Oklahoma Premier Clubs will join the US Club Soccer circuit of recognized and qualified statewide leagues by USCS. OPC has been deemed immediately eligible for the US Club National Cup Playoffs. The State Cup Champion from OPC competition will qualify for the US Club National Cup Championships. 

In addition Oklahoma Premier Clubs will include a Regional League platform through US Club’s National Premier League (NPL). The Red River Premier League will launch in the Fall of 2017, and will host top teams from each club in OPC, and will be joined by a conference of clubs from North Texas, Kansas and Arkansas, providing reasonable, economical and logical travel for a regional league platform.

OPC clubs are joining forces to leverage the power of their combined resources to transform the landscape for all players in Oklahoma centered on player, coach and referee development while creating multiple player pathway opportunities whether it be from club-to-college, club-to-National Team or club-to-professional. OPC programming will also bring the clubs more closely in alignment with US Soccer Development Academy and ECNL standards and recommendations.

OPC member benefits will include access to US Club Soccer’s ID2/PDP programming, an Olympic Development Program that helps identify players for national pool selection. This innovative concept will expose every player of the OPC to weekly evaluation opportunities through league play, and in-house recommendation avenues, bringing a new level of ongoing exposure to the player.

Great Raft Race returns to Sand Springs, registration opens May 3rd

The Great Raft Race is returning to Sand Springs for the third-straight year this Labor Day, and registration for the event opens May 3rd. 

The historic Tulsa-based event ran from 1973 through 1991 and returned to the Arkansas River in 2015.

Participants will be able to race down the river in three categories of vessels.

  • Purchased watercraft, including kayaks, canoes, and inflatables.
  • Small to mid-sized home-built rafts (max size of 8 feet by 10 feet).
  • Mid to large-sized home-built rafts (max size of 12 feet by 16 feet).

The Raft Race launches at River City Parks in Sand Springs and concludes at River West Festival Park in Tulsa. Prizes will be awarded both for the race itself and for best raft theme and costumes. 

Corporate sponsorships are available, ranging from $2,000 to $25,000 and include registration for one raft along with shirts for your team.

City Council prepares for upcoming bond election, discusses new roads and economic incentives

The Sand Springs City Council met in a regular meeting earlier this month and discussed proposals for an upcoming General Obligation Bond Election. All of the proposals are still in their early stages and will likely be reworded, reorganized, and tweaked before being presented to the public. Council will hold public hearings on the proposals before they are finalized.

Proposal One relates to streets and roadways and in its current form would total $3.565 million. $1.445 million would be directed towards street overlays and repairs, while $2.06 million would be used to construct a new roadway over the levee separating River City Parks from OmniTRAX. 

The new road would help alleviate traffic delays along Wilson Avenue between Morrow Road and US-64. Proposal One would also provide the City with new equipment for overlays, as well as street sign production.

Proposal One passed unanimously, minus Councilman Brian Jackson, who was absent.

Proposal Two relates to Public Safety equipment and software and would total $2.27 million total.

$1.137 million would be used to acquire new safety computer equipment and software. According to Police Chief Mike Carter, the SSPD are having frequent failures with the current software used for recording criminal activity.

The other $1.133 million would be used to replaced a 27-year old ladder truck. According to Fire Chief Mike Wood, the current vehicle is an open cab truck which is unsafe and no longer produced, and only has single-point seat belts. The truck has continued maintenance issues, the internal waterway is extremely corroded and could cost $50,000 to $100,000 to fix. The Aerial Master Stream failed at a mower shop fire a few years ago, there was a motor failure in 2006, and pump failures have also plagued the vehicle. The water tank is too small, the truck is crowded and poorly designed, and it's the only ladder truck in the department. The SSFD has applied for federal grants to replace the truck annually for the last decade but haven't received one yet.

Proposal two passed unanimously.

Proposal Three would provide for a renovation of the clubhouse at the Canyons at Blackjack Ridge golf course. The clubhouse would be redesigned to a more open event center concept. "We're doing well at the golf course and we want to maintain that reputation as one of the better golf courses in the Tulsa area," said Mayor Mike Burdge.

The proposal would also provide for parking lot lighting and electrical work at the Jerry Adair Baseball Complex, as well as Museum improvements, neighborhood park improvements, a new playground at Angus Valley, and neighborhood trail improvements around Pratt Elementary and Clyde Boyd Middle School. 

Part of the funding would be used to build a visitor's center at Keystone Ancient Forest. According to Parks Director Grant Gerondale, current guided hikes are ran off a truck tailgate. The only bathrooms on the premises are port-o-johns. An observation tower would also be built in the forest.

One point of contention around the proposal was $3 million to be used for building a memorial for military, police, and fire. The proposed memorial would include the names of more than 5,000 Oklahoma servicemen and women with a water feature and a fire feature for retiring flags. The memorial would be built in the OmniTRAX development area next to the new City Public Safety facilities. 

While all six council-members were in favor of building a memorial, debate arose surrounding how much should be spent and whether the memorial should stand as an individual proposal.

Ultimately, Councilman Jim Spoon moved that the proposal be approved with the memorial limited to $1 million instead of $3 million. The measure passed 4-2 with Councilwoman Patty Dixon and Councilman Phil Nollan voting against.

Proposal Four totaled $3.2 million and relates to equipment, building upgrades, and software. The funding would provide for the purchase of a commercial track hoe, a bulldozer, a Vactor truck, and city-wide beautification and landscaping. The City's water-treatment facility in particular would receive substantial landscaping improvements. 

Proposal Five regarded economic incentives and land acquisition. Previous economic incentives provided for through bond issues led to the recruiting of Reasor's, Webco, and Wal Mart. 

Proposals Four and Five were passed unanimously, though Councilman Spoon noted that they should consider separating the beautification aspect of Proposal Four into its own item. 

The Power of Partial Improvements: dozens of volunteers clean up Sand Springs park

More than fifty individuals came together this past weekend in Sand Springs to help with a massive cleanup effort in a now-defunct Tulsa County Park. (SUBMITTED).

Power of Partial Improvements began simply, as a group of friends with a passion for nature and the Oklahoma waterways. The river rats have spent ample time cleaning up the shores of local lakes and rivers over the years, making a point to leave the area cleaner than they found it on every outing. 

In November of last year Brian Hunter, Joseph Alchami, and Ashley Sorrell decided they needed to do more. The trio officially incorporated their new nonprofit and began a mission to change the culture in Oklahoma.

"We want to start a movement," said Hunter, the Executive Director. "Our number one goal is to inspire community involvement. Little by little, partial improvements can make a difference."

They took the first big step toward inspiring community involvement last Saturday when more than fifty volunteers gathered together to clean up the Arkansas River shoreline in Sand Springs. The average worker spent nearly four hours trying to clean up the largest illegal dumping ground in the Sand Springs area.

Estill Park, once located along Wekiwa Road, west of Sand Springs, has been a dumping ground for decades since the closure of the park in the 1980s. But despite not being an official park anymore, it still gets its fair share of use. ATVs can often be heard through the trees of the overgrown property, and fishermen utilize the access point at Euchee Creek year-round.

American Waste Control donated four roll-off dumpsters to the effort, each of which was completely filled by the end of the day. The volunteers didn't stop there. They also loaded up as many trucks and trailers as possible and got to dump it all for free thanks to the American Environmental Landfill. 

All sorts of strange items were found. Two abandoned cars were stuck in the sand along the river. Multiple abandoned boats were in the area. A few deer carcasses had been dumped by poachers. Most importantly, they were able to remove 30 syringes from the area.

More than 200 tires were piled high in the entrance to the property and the organization is working together with Danny Smith at Same Day Tire and Auto Repair in Sand Springs to get them removed and recycled. Hunter also cites the Tulsa County Conservation District and Bruce Hardy with Tanglewood Nurseries as critical to the success of the project. "Bruce made it happen," said Hunter. Hardy spent the full day on the project, running the loader for the dumpsters. "That was incredible. We wouldn't have gotten half as far as we did without him."

"We're really trying to reach out to the younger community and get them to care," said Hunter. "The community needs to come together to say, 'It's not okay to dump here.' We really want to help lift the burden on government entities."

Despite the massive improvements made Saturday, Hunter says they're not done yet. The nonprofit plans on putting together future large-scale clean-up days every two months in the near future, and expects to return to the former Estill Park area again soon. 

"I would never have expected it to be so big. They answered the call...we know something great will happen from this." 

For now, the group maintains a Facebook group with more than 1,400 members where fellow activists can network and make plans for smaller cleanup days.

The Land That Time Forgot: Estill Park and Wekiwa Road

Case Community Park, previously known as River City Park, is the flagship of the Sand Springs Parks Department. While the City is partnering with philanthropist Mike Case and using Vision 2025 funding to give the 100-acre park a $6.2 million dollar face-lift, another once-great park sits just a mile down the road--seemingly forgotten by many in its community.

Estill Park was once a beloved recreation destination, sitting just a hair outside of Sand Springs city-limits. Now it's a dumping ground with little risk of repercussions. The mile-and-a-half-long Tulsa County park stretched from Euchee Creek in the East to Shell Creek in the West and featured a parking lot, a playground, park benches, and pavilions. At its eastern boundary there was a boat ramp, now destroyed, where fishermen and recreational boaters could launch into the Arkansas River.

"It was a garden of Eden," says former park-goer Ralph Emigh. "It was absolutely an awesome place. For a kid growing up in the seventies it was a romantic place with the fire pits and the river going by."

Today, former park-goers wouldn't recognize it. The area is still used for fishing, four-wheeling and shooting guns. At present time, two abandoned vehicles sit in the sand, riddled with bullet holes and vandalism. Charred boat hulls sit in ruin. One of the vehicles has been reported stolen, according to a Sand Springs Police officer. However, the property is under the jurisdiction of the Tulsa County Sheriff's Department, who says the vehicle would be too difficult to remove due to how far out in the riverbed it is.

The park isn't the only thing that has been neglected. A daily drive down Wekiwa will send your car to the shop for an alignment and new shocks in no time. The guard rails are broken down and overgrown with weeds. Fallen trees and limbs still lay beside the road from a tornadic system that devastated the area in March of 2015.

"If you don't have roads, people don't travel and use the resources," says Dr. Josh Turley, who has already declared his candidacy for the Tulsa County Commissioner election in 2020. "I hate that we have land there that should be accessible, but people can't use it. We're not focusing where we need to be focusing."

Turley compares the loss of Estill Park to that of the lower section of Chandler Park. Tennis courts, pavilions, picnic tables, and more have all been closed to the public for a decade since an ice storm riddled the area with debris in 2007. The County decided it was easier to abandon the area than to clean it up and reopen it.

The west side of Tulsa County has definitely endured some neglect in past years. But things may finally be on the upswing.

In April of 2016 Tulsa County voters approved a 0.05% sales tax renewal, $3,000,000 of which is slated to go toward reconstruction of a two-mile stretch of Wekiwa from 129th West Avenue to Shell Creek. The Vision Tulsa funding will provide for reconstruction of the roadway with a new base, new asphalt surfacing, and wider shoulder and guard rail placement. Welcome news--but long overdue. According to a Vision Tulsa report, the road is considered to be in "Very Bad Condition," with average daily traffic between one and two thousand. 

County Engineer Tom Rains says the Wekiwa Road project is still in the earliest stages, and plans have to be drawn. He expects it will be two years at the earliest before the project is complete.

Chandler Park will also receive $4,350,000 in Vision Tulsa funding for a new swimming pool and upgrades to the youth baseball fields. $1,000,000 of that will go to re-developing the lower-level park. The Master Plan for the park renovation was released in May of last year and calls for nearly $19 million in total costs, with more than $2.5 million for the lower level. The County approved the plan, but hasn't come up with a way to fund it yet.

Euchee Creek, Estill Park's eastern boundary, received a big improvement in 2013. Sand Springs first began a study of the Euchee Creek watershed in 2003 due to flooding concerns, and reconstructed the mouth of the creek in 2013. During that process the City cleared a section of trees and radically improved accessibility from Wekiwa. 

The Euchee Creek area in particular is a historic landmark. The Oklahoma Euchee (also spelled Yuchi) tribe today are enrolled as citizens in the Muscogee Creek Nation. According to a May 2005 Report on Cultural Resources prepared by the Guernsey Consulting firm, the mouth of the Euchee once held a Creek Nation community center before Sand Springs was even incorporated. The tribe later relocated to present-day Sapulpa, where their national headquarters is to this day.

Much of the property was donated to Tulsa County by the Estill family in the 1970s, and upon the closure of the park, it was given to the State Highway Department. The Sand Springs Home Trust owns a piece of the land west of the Euchee, and the City of Sand Springs purchased the eastern side in 2013 with plans to build new Police and Fire Stations on the property. The expected site for those facilities has since been relocated to the Sheffield Crossing development on Morrow Road. The City is limited by an agreement with the Home Trust on what it can do with the land. 

The mouth of the Euchee was the base of a massive cleanup effort this past weekend. Newly-founded Tulsa-based nonprofit organization The Power of Partial Improvements spearheaded an all-day event in the former Estill Park area that drew more than fifty volunteers over the course of the day.

Ray Brown Park renovation is complete

Sand Springs, OK- The City of Sand Springs recently completed improvements to Ray Brown Park including new playground features, artificial grass play areas and custom concrete. The improvements were made with $37,000 in privately funded gifts to Sand Springs Park Friends and the City of Sand Springs.

“The updates include two distinct play sets for children ages five to 12 and toddlers ages two to five,” said Jeff Edwards, Parks Facilities Manager. “This makes Ray Brown Park the only park in Sand Springs with such features.”

An anonymous donor provided $32,000 and community leader, Montie Box, provided $5,000 for the project. City staff contributed over $20,000 in labor and materials over a span of several months to complete the project totaling $59,819

“It was important to update this neighborhood park to meet new maintenance standards,” said Edwards. “The artificial grass areas provide a safe play surface and new custom concrete offers multi-tiered seating.”

Updates in Ray Brown Park follow a recent trail addition and split rail fencing completed in 2014 with community volunteers and staff during a Helping Your Park Environment (HYPE) cleanup event.

Sand Springs Parks Department wins State Park Maintenance Rodeo

The Sand Springs City Council held a regular monthly meeting Monday evening at the City Municipal Building. 

The city's Park Maintenance Workers were recognized for winning the first annual Oklahoma Recreation and Park Society Park Maintenance Rodeo. More than 40 workers from nine teams participated in the inaugural event. Kevin Rouk took second place in both the Plant/Week Identification Test and the Backpack Blower competition. Shawn Cole and Matt Hoover took third place in the Nail Drive and Backhoe Skills Course, respectively. Cole and Hoover then teamed up for the Truck/Trailer Obstacle Course and took first place. Sand Springs and Ardmore were tied for first place at the end of the competition and Shawn Cole won the title for the Sandites with a Nail Drive tie-breaker.

"Often times, government work goes unnoticed," said a memo from Projects & Facilities Manager Jeff Edwards. "It's likely because the work is performed quietly, behind the scenes, and while families and individuals are working themselves. What our staff does notice is the tireless efforts these gentlemen accept on a daily basis. They are true stewards of what great government can do for a community to make it a better place to live and play. They are quite deserving of recognition not only for their daily work ethic, but also their successes in winning the first ever State Park Maintenance Rodeo." 

The City also received a routine report from an auditor who recognized that the City of Sand Springs has "presented fairly, in all material respects, the respective financial position of the government activities..."

The Council approved the use of $1,430,278 for the reconstruction of 81st West Avenue from Charles Page Boulevard to East 10th Street. The project is estimated to cost $4,767,592, but 70% of that will be requested from the Federal government. The project will include substantial grading and drainage improvements, a left turn lane, as well as a sidewalk with crosswalk push-buttons and signals. 

Council approved a Construction Manager at Risk Contract with Crossland Construction Company to manage construction of the Sand Springs Public Safety Facility. The new safety facility will be constructed in the Sheffield Crossing development.

Council approved the use of $246,256 for the replacement of the Highway 51 Standpipe. The contract was awarded to Circle P Welding, Inc, who also replaced the Coyote Trail Standpipe. The existing water tower was constructed in 1984 with a glass lining and will be replaced with a 125,000 gallon welded steel tower. The tower is expected to begin construction in March with a 120 calendar day contract time. 

At the recommendation of Fire Chief Mike Wood, the Council approved an ordinance to allow the Sand Springs Fire Department to dissolve their existing local pension board and rely upon the State pension board. According to Wood, the local board has simply been an inconvenience and the department recently voted to eliminate it.

Council passed ordinance No. 1295, designed to simplify the existing purchasing policies of the City. 

Council voted to accept a grant of $70,105 from the Tulsa County Urban County Funds, and to match it with $71,895 of City funds, for the purpose of replacing approximately 700 feet of deteriorated 6-inch sanitary sewer line with new, upgraded 8-inch sewer line along North Washington Avenue from 6th Street to 8th Street. 

Council was presented with a letter from Sand Springs Community Services Manager Janet Eicher with the final count on the Food For Fines program. The program, which allowed outstanding fines to be paid through canned food donations, generated 6,118 pounds of contribution.

Sand Springs has officially met the criteria to become a Certified Healthy Community according to the Oklahoma Department of Health. There are three levels of certification and Sand Springs received the highest honor--Excellence. 

Sand Springs City Manager Elizabeth Gray was named the Business Person of the Year by the Sand Springs Chamber of Commerce and received a Certificate of Special Congressional Recognition from Congressman Jim Bridenstine for her "outstanding and invaluable service to the community."

Mike and Pat Case donate $2 million for massive park renovation; Sand Springs breaks ground

City of Sand Springs officials and Parks Department employees gathered together Tuesday morning at the Case Community Center to celebrate a new development in River City Park. The 100-acre park will receive a $6.2 million renovation thanks to Vision 2025 funding and a $2 million donation by Mike and Pat Case of Case & Associates.

What is currently known as River City Park is already the biggest park in Sand Springs and will soon become one of the nicest in Tulsa County thanks to Vision 2025 surplus funding and the Case family's benevolence. 

Tulsa County approved millions in surplus Vision 2025 sales tax funding for Sand Springs in February of last year and Case & Associates CEO Mike Case pledged an additional $2 million to fully fund the ambitious Sand Springs parks vision.

"This is only possible because of generous donors like Mike and Pat Case," said Sand Springs City Councilwoman Patty Dixon. "Even though Mike and Pat now reside in Tulsa, they have always considered Sand Springs home."

"I've always thought Sand Springs was a great place to live. I still do and I think it's getting better and better," said Mike Case.

Mayor Mike Burdge discussed the similarities in population and quality of living between Sand Springs and Broken Arrow when he was growing up. "What changed was the attitude of the leadership in the City," said Burdge. "If we can get this park to be a location spot, get stuff going on here every month...the possibilities are unlimited."

The park is already the home of the Sand Springs Soccer Club recreational league, the West Side Alliance competitive soccer league, Sand Springs Little League baseball and softball, the Round Up Club rodeo arena, and the Sand Springs BMX Association. The recent addition of the Rotary Club Super Splash Pad has rounded out what was already a destination park for many in the Sand Springs area.

The new funding will provide for the demolition of old structures and the construction of a new amphitheater. New sidewalks, signage, landscaping, and a large-scale entrance will add to the looks of the park.

New sports facilities include two new youth baseball fields, a new tournament-sized soccer field, and a new half-court basketball court. An existing volleyball court will be renovated along with several horseshoe pits. The soccer fields, which currently have no special entrance, will receive a grand entry, as will the Jerry Adair Baseball Park, which is currently accessible only in a round-about way that requires leaving the park itself and driving down an industrial business road. An existing 18-hole disc golf course will be relocated deeper within the park in the area of the BMX track and Rodeo Arena. 

Accessibility will be a major feature of the new renovations, with drop-off locations throughout the park, new parking and lighting, and new park shelters and restrooms. Park beautification is also a major goal with plans for improved view of the Arkansas River, nearly a dozen custom art pieces laser cut in Corten Steel and illuminated at night, as well as a grassy area being dubbed the "Great Lawn." 

The Great Lawn will host a large outdoor pavilion and special event stage with remodeled restrooms and will be the premier viewing location for the annual Sertoma Fireworks Show, as well as will be the anchor location of the Chillin' and Grillin' Festival.

There will be a new playground constructed near the Rotary Super Splash Pad, which is already home to a large concessions building ran by Sand Springs Soccer Club President Jeremy Herrington. The concessions serves hot food and Harper's Hut Shaved Ice throughout the summer as a fundraiser for youth baseball and soccer. 

Public events like the Chilin' and Grillin' Festival, as well the newly revived Great Raft Race will be made even better due to new restroom housing, electrical power connections, water line service, and parking.

Parks Director Grant Gerondale expects the renovation to take about a year to complete.

Sand Springs City Council adopts series of goals for economic growth

The Sand Springs City Council unanimously approved Resolution CC-1641 Monday evening at their bi-weekly meeting at the City Municipal Building. The resolution identifies a series of ambitious goals and objectives compiled by City Planner Brad Bates.

  1. "The City of Sand Springs will strive to promote local commerce, trade, and commodities by strengthening working relationships with the local/regional entities, existing businesses and institutions.
    1. Maintain a list of Top 10 employers and actively engage them to evaluate workforce objectives and collaboration with other local businesses.
    2. Support local businesses through shopping and dining campaigns/programs, including but not limited to the purchase with a purpose campaign.
    3. Promote shop local campaigns and events
    4. Provide links to local hospitality, dining and retail establishments on a Sand Springs website.
    5. Pursue alternative methods of internet driven traffic through search engine providers and promote usage of local businesses.
    6. Produce marketing material for distribution at trade shows and conventions.
    7. Expand the local business manager's quarterly meeting with City officials to discuss concerns, achievements and future suggestions for how the City can help improve local business success.
    8. Collaborate with schools and non-profit organizations on workforce development to create a sustainable workforce in Sand Springs
    9. Create a one page handout on "What shopping local means to you!" Have facts on how much taxable sales to fund one police officer. So if it's $40,000 average for a police officer that requires $2,000,000 in taxable sales of .02 sales tax that goes to the general fund.
  2. Aggressively pursue new local, regional, or national restaurant and retail businesses. 
    1. Create an inventory of City and privately owned properties that will be made available to interested parties.
    2. Actively work to broker/initiate development deals and transactions.
    3. Have strong code enforcement of existing properties by strengthening property management codes and regulations.
    4. Attend regional and national trade shows, expos, and conventions promoting the City of Sand Springs.
    5. Update the City's incentives policy to direct the long-term process of economic development.
    6. Explore and employ non-traditional incentive methods where appropriate, with specific attention to fostering small businesses and entrepreneurship. 
    7. Expand and grow the City's population through development of new single-family, multi-family, and elderly housing, in addition to actively encouraging annexation of property.
    8. Continue to monitor and evaluate the City's permit fees and development process to stay competitive with other Tulsa Metro communities.
    9. Have a team ready of citizen ambassadors to call upon to meet with prospects.
  3. Identify some projects that will beautify Sand Springs and assist with marketing and economic development and complete those projects.
    1. Develop a highway corridor improvement plan or concept for implementation as part of the Vision 2025 approved project and funding.
    2. Create a timeline for corridor improvements and being implementation accordingly.
    3. Identify beautification projects that serve a multipurpose through enhancing properties or businesses that simultaneously improve the public image.
    4. Engage local civic organizations, schools, and neighborhood associations to organize cleanup efforts or beautification projects.
    5. Continue renovation and construction projects for city owed properties with functionality and aesthetics being considered in design.
    6. Review city ordinances on landscape requirements for development with possible modifications of requirements strengthening and encouraging property beautification.
    7. Have work days more often and announced early enough that people can plan ahead.
  4. Evaluate and consider the acquisition of real estate for future development purposes.
    1. Determine the need and identify areas for property acquisition to help drive development transactions.
    2. Formalize a process for which property can be bought by the City in a timely and efficient manner.
    3. Develop a criteria for real estate purchasing as a form of a development incentive.
    4. Initiate land use workshops with staff to engage primary land owners in goal accomplishment.
  5. Encourage and engage Subdivision and Multi-Family Developers/Developments.
    1. Work with developers to identify properties that are available for development.
    2. Continue to monitor and evaluate the City's permit fees and development process to stay competitive with other Tulsa Metro cities.
    3. Expedite processes when possible to speed up the overall development time.
    4. Evaluate infrastructure development as an incentive when deemed appropriate and beneficial.
    5. Attend Tulsa Home Builders Association meetings and gatherings to promote Sand Springs as a community.
    6. Contact and meet with Multi-Family Developers to inform them about Sand Springs and promote the need for additional housing options within the community.
    7. Make incentive policy options available for subdivision and multi-family developments.
  6. Develop an Economic Development website resource hub and strive to educate and advance the objective of all involved with the City to be involved in assisting with economic development as possible. 
    1. Set a public launch date of the seesandsprings.com website and begin to promote the site through social media platforms. 
    2. Create handout materials (cards, flyers, etc) that can be distributed to businesses, developers, brokers, and citizens promoting seesandsprings.com
    3. Create and maintain an inventory of available city owned properties for development
    4. Provide links to active real estate professionals/organizations listings in the area.
    5. Provide Demographic and Market Profile information for easy review and utilization, updated annually. 
    6. Provide Economic Development Incentive information, policies, and guidelines once developed and implemented.
    7. Provide links to zoning/building regulations, building permit forms and guidelines, engineering design criteria, and the Sand Springs Comprehensive Plan.
    8. Provide digital links to zoning and comprehensive plan land use maps.
    9. Provide links to State of Oklahoma Business Resources (ie: Small Business Incentive, Department of Commerce, etc)
  7. Sand Springs will have a strong independent local economy that compliments the surrounding region but is not dependent on it.
    1. Collaborate with local and regional partners regarding economic development opportunities.
    2. Encourage the development of offices, professional services, and industry in appropriate locations within the City. 
    3. Continue to support and promote the downtown commercial area.
    4. Develop a new economic development grant program for downtown development.
    5. Promote housing rehabilitation, revitalization and infrastructure improvements within neighborhoods in need.
    6. Increase retail/shopping and dining availability within Sand Springs.
    7. We should encourage and find sights that may be appealing to both developers and citizens."

27th Annual Sand Springs Herbal Affair is this Saturday, April 16th

Sand Springs, OK- The City of Sand Springs hopes you will join us on Saturday, April 16th from 9 a.m. to 4 p.m. for the 27th annual event. More than 100 vendors will be on site selling herbs, perennials, natives and heirloom plants, along with herbal products, gardening supplies, outdoor décor and so much more.

“Each year this event grows,” says Kasey St. John, Marketing Manager for the City of Sand Springs. “What started as a downtown street sale now has 105 vendors offering a variety of local and unique products.”

This year’s festival features many of the same vendors that keep visitors coming back but also includes several additional areas:

Sand Springs Splash Pads to open May 1st; several new parks improvements

The citizens of Sand Springs have been eagerly awaiting the completion of the new splash pads in River City Parks and Pratt Civitan Park since construction began about a year ago, and it's finally time for the new features to open in one month. In addition to the splash pads themselves, the city also used the installation as an opportunity for renovation, beautifying and improving the areas around them. New handicapped parking has been added in River City, accompanied by a new pedestrian bridge to cross the creek. The splash pads will be open from May through September from 9:00 am to 9:00 pm.
