Sand Springs City Council appoints former State Senator Nancy Riley to fill vacant seat

The Sand Springs City Council held its first-ever meeting at the new Billie A. Hall Public Safety Center Monday evening. During the meeting Council unanimously voted to appoint Nancy Riley to fill a vacant seat in their ranks.

Vice-Mayor Patty Dixon nominated Riley to fill the Ward 4 seat vacated by Christine Hamner, who recently moved outside of the Ward. Council had the option to either hold a general election, or appoint an applicant to finish the remainder of Hamner’s term. With the term set to expire in March of 2020, Council opted to take applications rather than spend the money to hold two general elections in a six-month period.

Riley is a former State Senator representing Senate District 37 from 2001 to 2009. She won the office twice as a Republican but switched affiliation to the Democratic Party in 2007. In 2006 she ran for Lieutenant Governor and received 23% of the vote. In 2014 she ran for the nonpartisan Ward 4 seat against John Fothergill and Terry Scott. She won the three-way race with 41%, but lost in a runoff against Fothergill with 38%. Riley ran again in 2017 against Hamner and lost 67 votes to 54. She currently serves on the Sand Springs Board of Adjustment.

Riley is a Tulsa transplant, graduating from Edison High School before attending Oklahoma Christian College and Langston University. Prior to running for office she taught at the elementary level in the Tulsa Public School system for more than a decade. She is married to Jerry Riley and has lived in Sand Springs for thirty years.

In a 2017 letter to Sandite Pride News, Riley said, “with 30 years of residency, I have also watched other cities grow and prosper in ways Sand Springs had not. It is my desire to work with our city in its development to benefit its citizens. We have several unique opportunities ahead due to diligent service of numerous Sandites that I want to be part of. It is my aim to look for ways to expand this growth through cooperation of Federal, State and County governments, without increasing the financial burdens to Sand Springs.”

Also applying for the position was Parks Advisory Board member Rick Barnett. Because Sand Springs follows Robert’s Rules of Order, they did not vote between the two candidates. Whichever candidate were to be nominated first would have to be voted on before the next applicant could be nominated.

In Other News:

Council unanimously voted to accept a water line easement granted from the Sand Springs Home. The City will be installing 161 linear feet of new 12-inch water line across the parking lot of the Sand Springs Home property at the corner of 21st Street and Adams Road, which will require an easement. In exchange for the easement, the City will also remove and replace approximately 300 square yards of deteriorated asphalt pavement located along the water line route and will install 25 feet of concrete flume to eliminate a ponding area in the parking lot.

Council unanimously voted to approve final acceptance of the public improvements to the Rivercrest subdivision on East 32nd Street between 113th West Avenue and Highway 97. The 14-lot subdivision has recently completed construction of public water, sanitary sewer, paving, and drainage improvements for the future housing development.

Council unanimously approved a one-year extension to an agreement between the Sand Springs Police Department and the Sand Springs Public School District. The Department provides a School Resource Officer to the District at a cost of $37,014.00. That price tag is estimated to be about half the cost of providing the officer. The Department covers the other half.

Council unanimously approved the purchase of a compact excavator with attachments and trailers for the Water Maintenance and Operations Department. The Yanmar Vio55-6 device and accessories will be purchased from DitchWitch of Tulsa for $78,200. The trailers will be purchased from DitchWitch for $55,500.

Council unanimously approved the replacement of a water treatment flow control valve. The valve in need of replacement supplies raw water to the City’s Water Treatment Plant and was installed in 1992. The City will purchase a B5 valve from H*E Engineered Equipment Company for $83,941.00

Council unanimously voted to update an existing interlocal agreement with the Sand Springs Cultural and Historical Museum. The City previously provided funds for a single part-time employee, but will now assume responsibility for all employees. The funding amount will not exceed $10,103 per fiscal year.

Planned site of a new five-lot development.

Council unanimously voted to adopt a Planned Unit Development overlay for a residential single-family district with five lots on the northeast corner of 6th Street and Industrial Avenue in the Sunrise Second Addition. The ordinance will reconfigure three existing lots to run north to south, as opposed to east to west, in order to fit two additional homes. The houses will face 6th Street, which doesn’t currently have sidewalks. They will all include two-car garages with driveways, and will be listed at approximately $100,000 per home.

Two citizens spoke in opposition to the development. Both raised concern regarding the amount of vehicles that will be added to the neighborhood through five additional homes, and the traffic it could create.

Council unanimously approved Ordinance 1341, amending the City Zoning Code to put into place minimum architectural standards regarding what types of metal siding and finishing materials would be allowed in various zoning districts.

Council unanimously voted to detach a property located on the corner of Highway 97 and Pond Drive. The property was annexed by the City by request of the property owner at their May 20th meeting. The property was previously being considered by developers for a potential Dollar General location. Since that deal fell through, the property owner wanted to return the land to its original Osage County jurisdiction.

Council unanimously voted to approve the purchase of a Pierce Velocity Pumper at a price of $700,538.98 from Conrad Fire Equipment.

Council unanimously voted to extend its existing contract with EMSA for emergency medical services at a price of $261,708.

Following the City Council meeting, the Municipal Authority meeting convened.

Trustees unanimously approved a two-year extension to a contract with Covanta for recovery of energy derived from disposal of solid waste collections.

Trustees unanimously approved a resolution authorizing certain improvements at the Canyons at Blackjack Ridge Golf Course and Clubhouse. The entire clubhouse will undergo extensive remodeling, and improvements will be made to the course greens, tee-boxes, sand bunkers, and pathways. The project will go to bid in October and the course/clubhouse will be fully closed from December through July. Projected expenses are $1 million for the course and $1.05 million for the clubhouse.

Project Director selected for 1921 Race Massacre Centennial Commission

State Senator Kevin Matthews, Chair of the 1921 Race Massacre Centennial Commission, announced Friday that Tulsan Phil Armstrong had been chosen to serve as project director. The Commission will facilitate actions, activities, and events that commemorate and educate citizens in Oklahoma and throughout the nation about the history surrounding the 1921 Tulsa Race Massacre in an area that was once known as the nation’s Black Wall Street. 

The Commission named Armstrong after a detailed selection process from a pool of 28 applicants, with five finalists appearing before a panel consisting of the Commission’s sub-committee chairs for in-depth personal interviews.

“As project director, Phil will work with the Commission, its subcommittees and key Greenwood District organizations to execute plans for the upcoming 100th anniversary of the Tulsa Race Massacre,” Matthews said.  “I’m very pleased with Phil’s selection and I know he will do an excellent job on behalf of the Commission.”

Matthews said Armstrong has a varied background in the corporate sector and as an entrepreneur in the restaurant business.  A native of Ohio, Armstrong has made Tulsa his home for more than 20 years and has been actively engaged in the community by serving on several non-profit boards, including the Barthelmes School for Music, Community Service Council, Reading Partners of Tulsa and as chairman of the board for the Greenwood Cultural Center. 

Armstrong holds a bachelor’s degree in mass communications from Central State University in Wilberforce, Ohio and a master’s degree in public administration from the University of Akron. A gifted vocalist, Armstrong also sings for several events and organizations in the Tulsa metro, including performing the National Anthem for the Tulsa Drillers and Tulsa Roughnecks home games.

City of Sand Springs unveils new all-terrain "Trash Bandit"

The City of Sand Springs unveiled the newest addition to its fleet Thursday afternoon. The Trash Bandit all-terrain litter vacuum machine allows City workers to collect debris off-road without the physical toll and time limitations of picking it up on foot.

“Cities everywhere struggle daily to keep up with the litter and trash produced by the public, said Community Development Director Grant Gerondale. “With staffing resources stretched to the limit in most municipalities, Sand Springs has chosen to put our machine into service as we improve our efficiency and expand our reach on trash. The Trash Bandit will be a fun way to get the attention of youth with fun graphics and educational messages to help our community by choosing to not litter.”

According to Parks Director Jeff Edwards, the Trash Bandit is capable of cleaning up the entire Highway 412 right-of-way from Case Community Center to QuikTrip in only 45 minutes.

Clyde Boyd Middle School bans cell phones to increase student engagement

The Sand Springs Public School district approved a new policy this summer, banning the use of cellular phones and other electronic devices at Clyde Boyd Middle School and the Sixth Grade Center during school hours.

“In an effort to increase student engagement, enhance student learning, and decrease cyberbullying; CBMS/SGC is implementing a new SSPS Board of Education approved Cell Phone and Electronic Device Policy this year,” reads an announcement put forth by the district.

“Students are not allowed to possess cellular phones or electronic devices during school hours. Cellular phones and electronic devices are to be kept in the student’s locked locker between the hours of 8:30 a.m. and 3:30 p.m. Students may check text messages between passing periods, but phone calls, videoing, taking pictures and listening to music will not be permitted. The school is not responsible for theft or damage of any of these items brought to school or activities.

“This policy will be enforced starting the first day of school, Tuesday, August 20. With this in mind, we are implementing the following procedure:

  • Every student will have an assigned locker. Students are responsible for bringing their own combination lock.

  • Students will get their assigned locker numbers during schedule pick up. Their locker number will be listed on their schedule.

  • Please bring combination locks during schedule pick up August 13: 9-11 AM; 1-3 PM; or 4-6 PM. You may put your lock on your locker at this time. Students will be required to provide their combination to their 5th hour teacher on the first day of school. The 5th hour teachers will review the new policy and procedures with the students at this time.

  • If your child does not have a lock on their locker and they bring their phone or electronic device to school, they will be required to leave it in the office during the school day.

  • The consequences for not following this policy are detailed in the CBMS/SGC Student Handbook Addendum which can be found on the school website under Parent/Student Documents. Consequences will be implemented starting Monday, August 26, 2019.

Sand Springs Board of Education recognizes local churches for community contribution

The Sand Springs Board of Education handed out a series of Sandite Pacesetter Awards to local religious leaders for their involvement in the school district and community volunteerism.

The Sand Springs Local Church Network recently held its annual Back 2 School Bash with free haircuts, medical evaluations, school supplies, and more for local students. The churches also frequently donate supplies to the schools, water, gatorade, and snacks to the athletic teams, and even hold service days where they paint, remodel, and clean up the schools.

The Osage County Republican Party will be hosting a town hall meeting at the Elks Lodge Saturday, August 10th in Sand Springs. The general public is invited to hear updates from elected officials and enjoy complimentary refreshments.

Former State Senator Eddie Fields, County Sheriff Eddie Virden, County Assessor Ed Quinton, District 10 Senator Bill Coleman, District 1 County Commissioner Randall Jones, District 35 Representative Ty Burns, and District 66 Representative Jadine Nollan have all confirmed that they will be present and speaking at the event.

Speakers will address the 2018-2019 Legislative Session, the Oklahoma government under Governor Kevin Stitt, upcoming County Commissioner projects, and more. They will also answer questions on property taxes and criminal activity in the county.

Young Mrs. International Aiya Attaway Kelley, a former candidate for State Senate, will be performing the National Anthem prior to the meeting.

Plans scrapped for controversial Dollar General store in Sand Springs

Plans for a controversial Dollar General store location have been scrapped following significant public outcry.

A one-acre vacant lot at 2702 North State Highway 97 was the intended construction site, but after more than 200 Osage County citizens submitted a petition in opposition, the business has shelved its plans.

The property is currently zoned residential and sits at the entrance to a residential neighborhood. However, it is also within close proximity to a gas station, water tower, mini-storage facility, church, and radio station. In the 1981 neighborhood plat, it was indicated that the lot would be allowed be either residential or commercial.

The Sand Springs Planning Commission failed to pass a recommendation either in favor of or against the rezoning, and the item was advanced to the City Council’s June 17th agenda. A continuance was then issued till the July meeting due to Dollar General’s inability to get a representative to the meeting.

Approximately 240 local residents signed a petition opposing the business, feeling that it was inappropriately encroaching on a residential neighborhood. Approximately 18 individuals submitted letters of support for the construction.

Last week a representative from Rupe Helmer Group, the property management organization representing Dollar General, requested that their application be withdrawn.

“After much discussion and consideration, Rupe Helmer Group will not pursue construction of the Dollar General at the proposed location on HWY 97 in Sand Springs,” reads an email from Executive Vice President Mike Mantle. “Given the local opposition and vitriol, we feel this is the best direction.”

Christine Hamner resigns City Council seat, City accepting applications for replacement

Sand Springs City Councilwoman Christine Hamner has resigned her seat as of July 5th, having moved outside of her ward. The City is currently taking applications for a new Councilor, and will make a decision at their August 26th meeting.

Hamner was sworn in for a three-year term in May of 2017. She recently helped open a Landmark Recovery substance abuse treatment facility in Tulsa, where she is director of outpatient services.

Because there is less than a year remaining in the term, City Council has decided to appoint a replacement rather than spend the time and money on a special election. The regular election for the seat will be held in February.

Applicants for the vacant seat must be a resident of the ward and must be at least 25 years of age. Anyone who would like to be considered for the position should visit the City Municipal Building and request a Board Appointment Form from the City Clerk.

In the event that Council is unable to decide upon a replacement by September 3rd, a special election will be held.

Former K-Mart building in Sand Springs to become Medical Marijuana growing/processing facility

The Sand Springs City Council approved a Specific Use Permit for 1200 East Charles Page Boulevard at their Monday evening meeting, allowing a Medical Marijuana Growing and Processing facility to open in a building that formerly housed a Kmart department store.

The Sand Springs Kmart location closed in the summer of 2014 and has been vacant for the past five years.

The 84,210 sq. ft. facility was built in 1974 and sits on 7.39 acres in an area that is largely industrial. City Council also voted to rezone the property from Commercial Shopping to Commercial General.

AJT Strategies, LLC applied for the permit and is in the process of purchasing the building. The multi-million dollar facility is expected to undergo improvements valued between $500,000 and $750,000 as it is repurposed. They expect to employ between 20-25 employees once they open.

City of Sand Springs recognizes flood recovery volunteers, swears in new officers

Municipal Judge R. Jay McAtee administered the Oath of Office to newly appointed Sand Springs Police Officers Tyler Kruse and David Meacham at Monday evening’s City Council meeting.

Mayor Jim Spoon read a Mayoral Proclamation honoring the various organizations that helped during and after the historic flooding earlier this summer.

American Red Cross, Samaritan’s Purse, Sand Springs Local Church Network, Sand Springs Community Services, Team Rubicon, All Hands and Hearts, Platinum Oilfield Services, Kirby Smith Equipment, Yellowhouse Machinery, All Saints Episcopal School, and The Power of Partial Improvements were among the organizations mentioned in the decree.

Council unanimously approved the use of $207,559 in emergency reserve funds for flood recovery operations, including $8,000 on volleyball court sand, $11,000 on park-wide fill-in dirt, $31,000 on new fencing at the BMX Track, $30,000 on BMX Track asphalt, $17,000 on laser grading at the softball and baseball fields, $37,000 for new playground surfacing, $5,000 for soccer field irrigation equipment, $10,000 for dumpster rental, and $9,000 for new concessions building interior.

Resolution No. 19-31 and Ordinance No. 1335 were not voted on by the Council. Rupe Helmer Group requested the items be removed from the agenda after deciding not to pursue a controversial Dollar General construction project on Highway 97 in an area that some local residents believed should be reserved for residential development.

The Ward 4 Council Seat is currently vacant following the resignation of Councilwoman Christine Hamner, who recently moved outside of the Ward 4 boundaries. Because her term expires in the Spring, the Council is looking to appoint a temporary Councilperson rather than having a special election. Interested citizens can pick up an application from the City Clerk. The deadline for consideration is Wednesday, August 21st at noon.

Council unanimously approved a Fiscal Year 2020 insurance plan through the Oklahoma Municipal Assurance Group with annual premiums totaling $234,214.

Council unanimously approved a sales tax rebate agreement with Reasor’s LLC for Fiscal Year 2020. The City approved a ten-year $2 million rebate agreement in 2011 as part of an incentive package to bring the business to Sand Springs.

Council unanimously approved a $153,132 contract with Superion LLC for financial software.

Council unanimously approved a $27,804 contract with Tyler Technologies for Municipal Court software.

Council unanimously approved the purchase of three Dodge Durangos and one Dodge Charger for the Police Department at a cost of $106,467.

Council unanimously approved the purchase of two commercial Cub Cadet mowers at a cost of $25,598.

Council unanimously approved the purchase of a Jacobson Sprayer XP-175 at a cost of $50,744.

Council unanimously voted to continue an existing Transportation Agreement for Fiscal Year 2020. The City supplies a driver, 14-passenger bus, maintenance on the vehicle, and fuel in order to provide limited free transportation for senior citizens.

Council unanimously voted to renew a $57,020 contract with Metropolitan Tulsa Transit Authority for bus services in Sand Springs.

Council unanimously voted to approve a change order to a contract with Crossland Construction for the Water Treatment Plant Beautification Wall project, authorizing an increase of $30,324.23 in contract amount, and an increase of 33 days in contract times. The overall project is valued at $1,144,131.83 is funded via a voter-approved general obligation bond package.

Council unanimously voted to authorize execution of all documents transfers, and payments related to the Main Street Improvement Project. Main Street will be reconstructed from 1st Street south to its current terminus, and will be extended to intersect with Highway 97 just north of the Arkansas River bridge. A new frontage road will be constructed to connect Main Street to the Highway 412 on-ramp at Lincoln Avenue.

Council unanimously approved a reconciliatory change order to the Morrow Road Widening Project, increasing a contract with Crossland Heavy Contractors by $3,919.90 and 49 days. The project was completed last month at a final cost of $1,410,919.90.

Council unanimously voted to rezone 1201 North Cleveland Avenue to Residential Manufactured Home. The property has been a mobile home park since the 1950s but wasn’t properly rezoned when zoning designations were changed to their modern format.

Council unanimously approved a resolution to accept a grant offer and authorize payment and signatures relating to a series of draining improvements at Pogue Airport.

In Municipal Authority meeting news…

Trustees unanimously approved a one-year extension to a lease agreement with the Sand Springs Chamber of Commerce for the former public works building at 109 North Garfield Avenue. The Chamber relocated their operations there a year ago and has been remodeling the building to create a small business incubator.

Construction begins on new Highway 97 intersection

Sand Springs, OK - The City of Sand Springs announces plans for additional construction at the recently acquired 18-acre Sheffield Crossing Development District (2300 S. Hwy 97) in Sand Springs. Following the City’s award of a $1.58M bid for the project, the contractor has begun construction of a new highway intersection with traffic control signals, roadway improvements and more along Oklahoma State Highway 97, just north of the Arkansas River. The work is slated for completion later this fall.

This new entrance (at the site of the former steel mill plant entry) will come with a new southbound turning lane, leading into Sheffield Crossing. Additional work will deliver a storm water system (to help carry rainfall away from the redevelopment area) as well as a new water and sanitary sewer line.

All of this is happening as the result of the City’s desire to bring new retail development to this high-profile site in Sand Springs.

“Since the land acquisition in 2017, which was the result of an excellent public/private effort with the OmniTRAX group, the City has pushed continuously towards improvements here. Planning, budgeting and more take time to coordinate, and we are pleased to now award the work and welcome the general contractor to the site,” stated Sand Springs City Manager Elizabeth Gray.

The City’s push adds to the value of this, the largest City economic development project in fifteen years. While the site is not completely ready, a commercially viable retail pad site will also receive rough grading for use in the future.

Drivers may have noticed a large mass of reinforced concrete still stockpiled there. This material is the result of a previous phase of demolition. The City is working with OmniTRAX (who are the current owners of the material) to finalize plans to repurpose the material in a future phase of the project.

While not part of this project, the City is also planning to add a paved (internal) roadway that will connect traffic from Morrow Road (near current Wal Mart site), through the Sheffield Crossing development, onto southbound HWY 97. Those project plans have not been finalized.

“It takes the full support of our City Council members, a vision for redevelopment, a committed staff and time to pull together multi-million dollar projects such as these in our community”, stated Mayor Jim Spoon. “We’ve been actively working on this for more than two years and feel this work will truly set the stage for our next phase of success.”

Masonic Lodge places ceremonial Cornerstone at Billie A. Hall Public Safety Center

City and State leadership joined the Masonic Grand Lodge of Oklahoma Saturday afternoon for the placement of a ceremonial cornerstone at the new Billie A. Hall Public Safety Center in Sand Springs.

The new Public Safety Center is still under construction, but will house police and fire operations and a municipal court. The $10.7 million facility is being funded by Vision 2025 taxes and is named in honor of a Sand Springs native and Vietnam War hero.

Masonic Cornerstone ceremonies have remained relatively unchanged over the past few hundred years, and Saturday’s event went through many of the same rituals that iconic buildings from the nation’s infancy have gone through. To add local flavor, the Charles Page High School drum line performed prior to the ceremony.

“In the early Middle Ages, the members of the fraternity were architects and builders of the great cathedrals, palaces, and public buildings,” said Grand Master MIke Dixon. “Today, freemasonry is entirely philosophical. Building with knowledge and ideas rather than stone and mortar. Teaching ethics, morality, and self development rather than the art of cutting stone. Yet the tradition of Masonic involvement in the dedication of public buildings remains as strong and vital today as in the middle ages.”

The fraternity held multiple prayers, asking God to bless the building and the individuals who will occupy it. The history of Masonry in the United States was reviewed, and the cornerstone was consecrated with corn, wine, and oil. The stone was judged with a square, level, and plumb, then multiple masons and local officials were invited to spread ceremonial concrete along the edges of the stone.

A time capsule will be sealed behind the stone, including a membership roster of the local lodge, other Masonic papers, ink pens, local business cards, a bible, a letter from Police Chief Mike Carter to future Chiefs of Police, a newspaper, coins from the current year, and more.

“I truly appreciate the Masons that showed up today,” said Mayor Jim Spoon. “I know a number of you traveled from a long distance. It’s a very impressive ceremony, I’ve never been to a ceremony like this before. We’re very very grateful.”

Congressman Kevin Hern, a Scottish Rite 32nd Degree Mason, also spoke at the event. “I’ve been in Washington D.C. about seven months now and you get to see the magnificent buildings that are there and that have been there for generations. Most all of them have had this experience at their time when they were built.”

“If you’re a voter and you voted for this, you’re a hero,” added State Representative Jadine Nollan.

“It was very important for us to name this facility for Billie A. Hall,” said Chief Carter. “He represents what we want our police officers and our firefighters to have as their core values - and that is service. There’s going to be a sign on the gate where our police officers will leave every day that will say “Always Serve” and “Never Give Up.” Both of those were embodied by Billie A. Hall and we’re so proud to honor him through this facility.”

“I truly think he should be given the Congressional Medal of Honor and I hope there’s a renewed effort to do that,” added Carter.

State Election Board Urges Voters to Respond to Address Confirmation Notice

(Oklahoma City) – This past spring, more than 181,000 Address Confirmation Notices were mailed to certain Oklahoma voters, as required by law. Nearly two months later, more than 134,000 notices remain outstanding, state election officials said today. Voters who do not respond to the Address Confirmation Notice by July 27 will be declared “inactive.” State election officials urge any voter who has not responded to the notice, to do so as soon as possible.

State Election Board spokesperson, Misha Mohr, said voters can respond to the Address Confirmation Notice by mail or online at http://ok.gov/elections.

“An Address Confirmation Notice has to be signed and dated by the voter in order for election officials to confirm or make changes to a voter registration. Those who respond online will be asked to take an oath. It’s one of the many safeguards we have in place to protect the integrity of our election system,” said Mohr.

State and federal law require that Address Confirmation Notices be mailed to certain voters every two years. Voters who do not respond by the deadline will automatically be designated as “inactive” voters. “Inactive” voters are still registered voters who are eligible to vote, and can automatically change their status to “active” by voting or updating their registration during the next two General Election cycles.

Mohr reminds Oklahomans that voters who are designated “inactive” this year and remain “inactive” following the 2022 General Election are required by law to be removed from the voter rolls.

Next-of-kin who need to cancel the registration of a deceased relative or those who have moved out of state can complete a Request to Cancel Voter Registration form which can be found on the State Election Board website at https://www.ok.gov/elections/Voter_Info/Cancel_Voter_Registration/index.html.
